Is sports betting legal in Missouri? Yes. Since Dec. 1, 2025, adults 21 and over have been able to use licensed sportsbook apps anywhere in the state, and eight are live. What is unsettled is the other kind of venue: Missouri's attorney general has ordered prediction markets to stop offering sports contracts, and three of them, Novig included, have taken the state to federal court. Here is where things stand for Chiefs fans as of Nov. 6.

How Missouri got here

For years Missouri watched Kansas, which legalized in 2022, collect the action of Kansas City fans who drove across State Line Road to place a bet. The change came by initiative petition rather than through the Legislature: Amendment 2, on the November 2024 ballot, passed with about 50.05% of the vote, a margin of a few thousand out of nearly 3 million cast, Reason noted. It wrote sports wagering into the state constitution, gave the Missouri Gaming Commission the job of licensing and policing it, and set a deadline of Dec. 1, 2025, which the commission met.

The amendment sets a 10% tax on the books' adjusted gross revenue. After the commission's costs and a set-aside for problem-gambling programs, the rest goes to education. The legal age is 21, and you have to be physically inside Missouri when you place a bet; a phone in Overland Park, Kansas, answers to Kansas rules.

Who is licensed

Eight sportsbook apps are live in Missouri, according to Covers and CBS Sports: DraftKings, FanDuel, BetMGM, bet365, theScore Bet, Fanatics, Caesars and Circa Sports. The first six are on our board, so their rows are prices a fan standing in Missouri can take. BetRivers and Hard Rock Bet have not launched in the state. Most apps run under a partnership with a Missouri casino company or one of the state's pro teams; DraftKings and Circa hold the two licenses that need no such partner. Casinos in Kansas City, St. Louis and elsewhere run retail sportsbooks too.

Prediction markets: open, and in court

This is the part that changed this fall. On Sept. 18, Attorney General Catherine Hanaway sent cease-and-desist letters to six companies offering sports event contracts: Polymarket, Kalshi, Crypto.com, Novig, Underdog and Robinhood. Her position is that a contract on a game's outcome is a sports bet under Amendment 2, so any company offering one needs a Gaming Commission license, must pay the state's tax and must keep out anyone under 21. Each company was given 30 days.

Two of them answered with lawsuits on Oct. 16, The Block reported. Novig, through its exchange operator Ludlow Exchange LLC, sued Hanaway and the commission's leaders in the Eastern District of Missouri, asking for an injunction while the Eighth Circuit hears a related appeal from Iowa; Crypto.com's exchange sued in the Western District. Both argue that the Commodity Exchange Act puts these contracts under the CFTC and pushes state gambling law aside. Kalshi filed its own federal suit late in October. Hanaway's office has said it expects the courts to let it enforce the law.

No court had ruled in any of the three cases as of Friday, and the state had not announced any enforcement action. Novig remains available in Missouri while its case is pending; the suit is meant to hold off state action until a judge decides, Deadspin noted. A ruling could change that, and the Missouri page carries the date we last checked.

Novig is a CFTC-regulated exchange: you take a position on a game at a price set by other traders, not by a house. It requires users to be 21, the same age as Missouri's sportsbooks, and is live in 47 states, every one except Arizona, Michigan and Nevada.

Sunday's game against the Jets is priced on the board, Novig first, alongside the sportsbooks and the other exchanges, and on its own game page. Prediction markets vs sportsbooks explains how the two kinds of venue arrive at a price, and how to read the Chiefs board works through the numbers.
