The law in Missouri, in plain English
Voters approved sports betting through Amendment 2 in November 2024, by a few thousand votes out of nearly 3 million, and the Missouri Gaming Commission opened online and retail wagering on Dec. 1, 2025. Licensed apps pay a 10% tax on their adjusted gross revenue, most of it for education, and you must be at least 21 and physically in Missouri to use one. Most apps run under a partnership with a Missouri casino company or pro team; the two licenses with no such tie went to DraftKings and Circa.
Prediction markets are contested here. On Sept. 18, 2026, Attorney General Catherine Hanaway told six of them, Novig among them, to stop offering sports contracts in Missouri or get a Gaming Commission license. Novig and Crypto.com's exchange sued in federal court on Oct. 16, arguing that federal commodities law puts the contracts under the CFTC, and Kalshi followed later in the month. No judge had ruled as of Nov. 6, and Novig remains available in Missouri while its case is pending.
